Carbomer is a cross-linked polyacrylic acid polymer used primarily as a thickening, suspending, and emulsifying aid in pharmaceutical, cosmetic, and personal-care formulations. Its high viscosity at low concentration makes it useful for gels, creams, lotions, ophthalmic preparations, and topical drug products.
Carbomer is a family of cross-linked polymers derived from acrylic acid, rather than one single molecular compound. The cross-links create a three-dimensional polymer network that absorbs and holds water, producing a swollen structure responsible for its thickening action.1 Commercial grades differ in molecular characteristics, cross-linking, residual materials, and rheological behavior; names such as carbomer 934, 940, and 980 identify particular grades rather than entirely different chemical families.
In pharmaceutical and cosmetic nomenclature, carbomer is commonly treated as an excipient or inactive ingredient. The United States Pharmacopeia and regulatory databases recognize carbomer-containing materials for use in dosage forms, while the U.S. Food and Drug Administration lists specific carbomer grades among inactive ingredients in approved products.2 The polymer is generally supplied as a fine, white, hygroscopic powder.
Carbomer thickens chiefly because neutralization expands its charged polymer network in water. In its acidic, unneutralized state the polymer is relatively compact; addition of a suitable base converts some carboxylic acid groups to carboxylate salts, causing electrostatic repulsion and swelling.3 This produces clear or translucent gels whose viscosity depends on grade, concentration, pH, ionic strength, temperature, and the presence of solvents or other ingredients.
The same network can keep insoluble particles dispersed and slow their settling, giving carbomer a suspending role. It can also improve cream and lotion texture and help retain a drug or cosmetic ingredient at the application site. Electrolytes and highly acidic or alkaline conditions can reduce viscosity by shielding charges or altering the polymer structure, so formulation adjustment is usually empirical as well as chemical.
Carbomer is used across topical, mucosal, ophthalmic, and cosmetic products because small amounts can produce substantial viscosity. Examples include dermatological gels, hand sanitizers, moisturizers, shampoos, hair gels, eye drops, oral-care products, and topical medicines; the FDA Inactive Ingredient Database records its use in multiple routes and dosage forms.2 In ophthalmic products, carbomer-containing gels can prolong contact with the ocular surface, although the formulation must meet requirements for sterility and tolerability.
Manufacturers normally disperse the powder carefully to prevent clumping, allow hydration, and then adjust pH with a neutralizing agent. Carbomer is not the active drug in a product that contains one; it controls physical properties such as flow, residence time, spreadability, and particle suspension. Ingredient selection still requires attention to compatibility, preservative performance, packaging, and the intended route of administration.
Carbomer’s apparent simplicity conceals substantial grade-to-grade variation. Older and newer grades can differ in how efficiently they thicken in the presence of salts, alcohols, or surfactants, and some are designed specifically for low-viscosity clear liquids or for formulations containing electrolytes. These differences matter in products such as hand gels and ophthalmic preparations, where a nominally similar polymer may produce a markedly different texture or clarity.
Safety assessments generally distinguish the polymer from residual manufacturing substances and from the complete finished formulation. The Cosmetic Ingredient Review has evaluated carbomer and related polymers and concluded that they are safe as used in cosmetic formulations, subject to ordinary product-specific restrictions and good manufacturing practice.4 Carbomer can nevertheless irritate eyes or damaged skin in some formulations, and its safety cannot be inferred solely from the ingredient name. Chemical information services classify carbomer as a polymeric substance with multiple possible commercial specifications rather than a single, fully defined small molecule.1
