Nuclear strategy is the study and practice of using, threatening, limiting, and controlling nuclear weapons to pursue political and military objectives. It combines deterrence, force planning, arms control, crisis management, and doctrines governing when nuclear weapons might be employed.1
Nuclear strategy rests primarily on deterrence: the attempt to prevent an action by convincing an opponent that its costs would exceed its benefits. Deterrence may be deterrence by punishment, threatening unacceptable retaliation, or deterrence by denial, making an attack unlikely to achieve its goals. Nuclear weapons can also serve as political symbols, alliance guarantees, and instruments of coercive diplomacy, although their destructive power makes deliberate battlefield employment exceptionally difficult.1
The central strategic problem is credibility. A state must persuade an adversary that it has both the capability and the resolve to retaliate, while avoiding threats so extreme that they lack plausibility. This tension produced the Cold War concept of mutual assured destruction, in which the vulnerability of both sides to devastating retaliation made a deliberate nuclear war irrational. Nuclear strategy therefore concerns not only weapons, but also leadership beliefs, communications, alliances, and escalation control.
Strategic nuclear forces are commonly organized around a triad of land-based intercontinental ballistic missiles, ballistic-missile submarines, and long-range bombers. Each leg offers different combinations of speed, survivability, visibility, and recallability. Submarines are difficult to locate; missiles provide prompt response; bombers can signal resolve and, in some circumstances, be recalled. The United States and Russia have historically maintained the most elaborate triadic systems, while other nuclear-armed states use smaller and more specialized forces.2
Second-strike capability is the ability to retaliate after absorbing an initial attack, and it is a foundation of stable deterrence. Strategies also distinguish counterforce attacks on military targets from countervalue attacks on population and industrial centers. Escalation may proceed from conventional conflict to limited nuclear use and then to broader exchanges, but uncertainty, warning errors, cyber interference, and organizational pressure can make escalation difficult to control. Nuclear command-and-control systems are consequently designed around survivability, authentication, warning, and reliable communications.
Arms control seeks to reduce the dangers of nuclear competition without requiring immediate nuclear disarmament. Treaties have limited delivery systems, prohibited nuclear tests in particular environments, created inspection mechanisms, and established communication channels intended to reduce miscalculation. The Non-Proliferation Treaty rests on three linked bargains: preventing the spread of nuclear weapons, facilitating peaceful nuclear cooperation, and pursuing negotiations toward disarmament.3
Strategic stability can be strengthened by transparency and reciprocal limits, but agreements can also become strained by new technologies and changing political relationships. Missile defenses, hypersonic weapons, antisatellite capabilities, precision conventional missiles, and cyber operations may threaten the survivability or reliability of nuclear forces. The New START treaty placed limits on deployed strategic launchers and warheads held by the United States and Russia, illustrating how numerical restraints can coexist with continuing doctrinal rivalry.4
Nuclear strategy includes several less visible problems that have shaped policy as much as headline doctrines. Early-warning systems can mistake technical failures, weather phenomena, or military exercises for attacks, creating pressure to decide before information is complete. The 1983 Soviet false alarm associated with Stanislav Petrov is widely remembered as a warning about human judgment, while the Cuban Missile Crisis demonstrated how bargaining, intelligence, and private communication can matter alongside military capability.
Another overlooked dimension is extended deterrence: a nuclear state may promise to defend allies, raising the question of whether it would risk its own cities for another country. Nuclear strategy also encompasses negative security assurances, which are pledges not to use or threaten nuclear weapons against specified non-nuclear states, and debates over no-first-use policies. Humanitarian and environmental research has further broadened the field by examining blast effects, radiation, climate consequences, medical incapacity, and the possibility that even a limited nuclear exchange could produce consequences far beyond the immediate targets.
Estimates of nuclear arsenals vary because governments classify portions of their inventories and because public assessments use different definitions of deployed, stored, and retired weapons.
