Reduce is the first and most preferred tier of the waste hierarchy, a framework that ranks waste management options from most to least environmentally sound. It calls for preventing waste generation in the first place—by consuming less, designing products for durability, and avoiding unnecessary packaging—rather than managing waste after it exists. The concept underpins modern circular-economy thinking and is enshrined in policy from the European Union's Waste Framework Directive to the United Nations' Sustainable Development Goal 12.1
Reduce sits above reuse, recycling, recovery, and disposal in the classic waste hierarchy, which originated in 1970s environmental policy and was popularized by the EU's 2008 Waste Framework Directive (2008/98/EC).2 The principle is simple: the most effective way to manage waste is not to create it. This includes source reduction—using less material per unit of product—and consumption reduction, such as buying fewer, higher-quality items. The U.S. Environmental Protection Agency (EPA) uses the term "source reduction" and ranks it above recycling and composting in its own hierarchy.3
Governments employ a range of tools to encourage reduction. The EU's Waste Framework Directive sets binding targets for waste prevention and requires member states to adopt national prevention programs.2 Extended producer responsibility (EPR) schemes, such as those for packaging in Germany and France, shift the cost of end-of-life management onto manufacturers, incentivizing lighter designs. Pay-as-you-throw (PAYT) waste collection, where households pay per unit of waste, has been shown to reduce waste generation by 10–20% in municipalities that adopt it.4
Beyond consumer habits, reduction has a rich history. The term "source reduction" was coined in the 1970s by the U.S. EPA's first waste-management office, and the concept predates the modern recycling movement. A notable edge case is the "precycling" movement of the 1990s, which encouraged shoppers to refuse packaging at the point of sale—a practice now institutionalized in zero-waste stores. In industrial design, "dematerialization"—reducing the material intensity of goods—has been a key strategy, exemplified by the shift from physical media to streaming, which cut plastic and metal waste from CDs and DVDs dramatically.5
Reduction faces structural barriers. The rebound effect, or Jevons paradox, shows that efficiency gains can lead to increased consumption, offsetting environmental benefits. For example, lighter packaging may encourage larger purchases. Critics also note that reduction is often framed as an individual responsibility, deflecting attention from systemic issues like planned obsolescence and overproduction. The EU's 2020 Circular Economy Action Plan acknowledges these limits, calling for "sufficiency"—a shift toward consuming less overall—as a complement to efficiency.6
