Public Land Survey System

The Public Land Survey System (PLSS) is the United States system for subdividing and describing public lands, chiefly through a rectangular grid of principal meridians, baselines, townships, and sections. Established under the Land Ordinance of 1785, it shaped land ownership, settlement, local government, and legal descriptions across much of the country.

Definition and geographic scope

The PLSS provides a standardized framework for locating and describing land by reference to a survey grid. Surveyors divide territory into townships, each nominally six miles square, and subdivide each township into 36 sections of approximately one square mile, or 640 acres.1 The system covers most federally surveyed land west of the original colonies, but it is not nationwide. It generally excludes the original thirteen states, Kentucky, Tennessee, Texas, and several other areas whose lands were granted, settled, or surveyed under different systems.2

The grid is anchored by a principal meridian running generally north–south and a baseline running generally east–west. Each survey district has its own meridian and baseline, so a complete legal description identifies the relevant survey framework before naming a township, range, and section. Irregular boundaries, rivers, prior claims, and state lines often required departures from the ideal geometric pattern.

How the grid is organized

A PLSS description narrows location from a broad survey district to a particular parcel. Townships are identified by their position north or south of the baseline, while ranges are identified east or west of the principal meridian; a description such as “Township 4 North, Range 2 West” therefore identifies a six-mile-square township within a specified survey.

Sections are numbered in a characteristic boustrophedon pattern: section 1 begins in the northeast corner, numbering proceeds westward across the first row, then reverses direction on successive rows. Sections can be divided into half-sections, quarter-sections, and smaller aliquot parts, such as the southwest quarter of the northeast quarter. A nominal quarter-section contains 160 acres, although actual acreage varies because meridians converge, measurements contain error, and boundaries may follow natural features or older claims.

Origins, surveys, and legal effect

The Land Ordinance of 1785 supplied the political and mathematical foundation for the PLSS by directing the survey and sale of lands in the Northwest Territory.1 The system supported federal land sales, homesteading, taxation, transportation planning, and the creation of town and county boundaries. The General Land Office, created in 1812, administered federal land records and supervised much of the surveying work; its functions later became part of the Bureau of Land Management.3

PLSS lines are not merely map graphics: properly established survey corners and original government survey evidence can control legal boundary determinations. Later measurements are normally subordinate to the original survey, subject to applicable law and the rights of private parties. In practice, monuments, witness trees, field notes, plats, occupation, and subsequent resurvey evidence may all matter when a written description conflicts with visible possession or imperfect measurements.

Lesser-known aspects

The rectangular ideal was repeatedly modified by the landscape and by earlier history. Correction lines and standard parallels were introduced to limit the widening mismatch caused by the curvature of the Earth, while fractional sections and government lots accommodated rivers, lakes, unsurveyable terrain, and irregular external boundaries. In some places, surveys incorporated pre-existing Spanish, Mexican, French, or state land grants rather than replacing them with a perfect grid.

Alaska contains extensive PLSS coverage but also large areas surveyed under different methods, and its townships can be unusually irregular because of terrain and coastal geography. The grid has also had consequences beyond land sales: section boundaries influenced roads, school districts, agricultural fields, and utility corridors. Digitized plats and geographic information systems now make the framework easier to search, but a digital parcel layer is not itself a definitive legal survey. Boundary questions still depend on the official record and, where necessary, a licensed surveyor and applicable state law.4
