The Pacific Tsunami Warning Center is a NOAA-operated tsunami warning system for the Pacific Ocean. Based in Honolulu, it detects and analyzes potential tsunamis, distributes authoritative alerts, and supports emergency managers and countries throughout the Pacific basin.
The Pacific Tsunami Warning Center is the United States’ principal Pacific-wide source of tsunami information and warnings. It operates within the National Weather Service and contributes to the international warning framework coordinated through the Intergovernmental Oceanographic Commission of UNESCO.1 The center’s roots lie in the warning system created after the 1946 tsunami generated by an earthquake near the Aleutian Islands killed more than 150 people in Hawaii and Alaska. U.S. tsunami-warning operations began in 1949, and the Honolulu facility later developed into the Pacific center serving a much broader region.1
Its responsibilities are distinct from those of local emergency agencies. The center assesses the hazard and communicates the result; governments, civil-protection authorities, and communities decide whether to evacuate or take other protective action.
The center turns rapidly arriving seismic and ocean observations into a forecast of tsunami threat. Earthquake networks first provide the origin time, location, depth, and magnitude of a potentially tsunamigenic event. Analysts then compare those parameters with sea-level observations from coastal tide gauges and deep-ocean instruments, including the Deep-ocean Assessment and Reporting of Tsunamis system, commonly called DART.
Computer models estimate wave arrival times and likely effects at distant coastlines, but an initial message may be issued before the size of the tsunami is fully known. Subsequent bulletins refine the assessment as additional measurements arrive. The process is deliberately conservative: a warning can be downgraded or canceled when observations show that a damaging tsunami is not developing.
A tsunami need not follow a great undersea earthquake. Submarine landslides, volcanic activity, and other seafloor disturbances can also displace water, although their warning signatures and forecastability differ.
The center’s messages describe the expected tsunami threat, affected areas, estimated arrival times, and recommended protective measures. Its products can use categories such as warning, advisory, watch, or information statement, with the precise wording and geographic scope updated as the event is evaluated.1 Messages are distributed to national authorities, emergency managers, other warning centers, and public-facing systems such as Tsunami.gov.
Local authorities remain responsible for translating a regional bulletin into action. People in a threatened coastal area should follow official evacuation instructions and move away from beaches, harbors, and low-lying shores; a warning may cover several waves over many hours. Natural signs also matter: strong or prolonged shaking, an unusual sea-level change, or a loud ocean roar can precede an official message, especially near the source where there may be little time for distant analysis.
The center’s less visible work includes maintaining international data exchange and supporting regions that do not operate a full independent warning center. Pacific tsunami response is therefore a network rather than a single command chain: the Pacific Tsunami Warning Center, the National Tsunami Warning Center in Alaska, national agencies, regional organizations, and local authorities each have defined roles.1
Forecasting also has important edge cases. A tsunami can be destructive close to its source while producing little danger across the ocean, or it can be amplified by bays, ports, reefs, and the shape of the seafloor. Conversely, a modest offshore wave can generate dangerous currents in harbors. A cancellation does not necessarily mean every local effect has ended; authorities may continue restrictions while currents and surges subside. Historical tsunami records, bathymetric data, tide-gauge archives, and post-event surveys are used to improve models and hazard maps, making the center’s mission partly an archival and research enterprise as well as an emergency service.2
Alert terminology, geographic responsibility, and operational procedures can be revised by NOAA and participating national authorities; local emergency-management instructions govern protective action.
