Congress created the agency in 1901 as the National Bureau of Standards, responding to the need for dependable national measurements during industrial expansion.1 The agency became part of the Department of Commerce and was renamed NIST in 1988, reflecting a broader role in applied technology as well as standards.

NIST does not generally regulate industries or set mandatory product rules. Instead, it produces reference data, calibration services, technical guidance, and voluntary standards that other agencies, companies, laboratories, and international bodies can adopt. Its work connects basic research with practical needs, from determining the properties of materials to improving the security of digital infrastructure.

Measurement science and standards

Measurement science is NIST’s foundational activity because trustworthy measurements allow results from different laboratories and countries to be compared. Its Physical Measurement Laboratory develops and maintains standards for quantities such as time, frequency, mass, temperature, electricity, and optical properties.2

NIST supplies standard reference materials and reference data used to check analytical methods, instruments, and manufacturing processes. Its work includes atomic clocks, quantum measurement, chemical composition, nanoscale materials, and biological measurements. NIST also contributes to the international system of units, or SI, whose modern definitions are based on fixed values of physical constants rather than individual artifacts.3 These activities support fields as varied as pharmaceuticals, aerospace, environmental monitoring, telecommunications, and forensic science.

Technology, cybersecurity, and economic programs

NIST applies its technical expertise to emerging technologies and to the practical problem of making complex systems dependable. Its Information Technology Laboratory develops guidance for cryptography, artificial intelligence, privacy, cloud computing, and digital identity, while the National Cybersecurity Center of Excellence demonstrates security practices with industry and government partners.4

The agency also administers programs that extend beyond laboratory research. The Baldrige Performance Excellence Program provides a framework for evaluating organizational performance and leadership.5 The Hollings Manufacturing Extension Partnership links small and medium-sized manufacturers with assistance in productivity, technology adoption, and resilience.6 NIST’s standards work is usually voluntary, but federal procurement, legislation, and private contracts can make particular technical guidance influential in practice.

Lesser-known aspects

NIST’s lesser-known work includes direct support for disaster investigation, advanced manufacturing, and the preservation of measurement traceability. Its researchers help develop methods for examining fires, explosions, building failures, and other hazards, translating technical findings into improved codes and safety practices. The agency also operates specialized facilities and user-access programs that let outside researchers study materials, nanostructures, neutron interactions, and other difficult-to-measure phenomena.

Another distinctive role is NIST’s production of Standard Reference Data, curated numerical information about substances and physical processes that engineers and scientists use in models and experiments.2 In recent years, NIST has also supported semiconductor research and manufacturing through the CHIPS research and development programs, extending its traditional measurement mission into supply-chain and fabrication capabilities.7 Its campuses in Gaithersburg, Maryland, and Boulder, Colorado, anchor a wider network of collaborations and facilities.
