Fishery

A fishery is an area or industry concerned with catching, processing, or managing fish and other commercially harvested aquatic animals. The term can describe a geographic resource, such as a coastal fishery, or the connected activities, institutions, vessels, workers, markets, and rules that bring aquatic products from ecosystems to consumers.

Meaning and scope

A fishery is both a harvestable aquatic resource and the human enterprise organized around it. The word may refer to a particular species, place, gear type, fleet, or combination of these—for example, a herring fishery, an inland fishery, or a trawl fishery. Although “fish” is the defining term, fisheries commonly include shellfish, cephalopods, crustaceans, and other aquatic organisms. Capture fisheries remove animals from wild populations, whereas aquaculture produces them through farming; official statistics generally distinguish the two sectors.1

A fishery therefore includes more than catching. Processing, transport, marketing, employment, food security, cultural practices, and public administration form part of its wider value chain. Small-scale fisheries are often locally owned and highly labor-intensive, while industrial fisheries may operate large vessels over distant waters and supply international markets.

How fisheries are governed

Fishery management seeks to obtain social and economic benefits without reducing the productivity and ecological integrity of aquatic populations. Managers use stock assessments, catch records, scientific surveys, and knowledge held by fishing communities to set measures such as quotas, minimum sizes, seasonal closures, gear restrictions, vessel limits, and protected areas. The central biological concept is maximum sustainable yield, although contemporary management also considers ecosystem effects, uncertainty, equity, and the livelihoods of fishing communities.2

Governance is divided among local, national, regional, and international authorities. Coastal states generally control fisheries within their exclusive economic zones, while regional fisheries management organizations coordinate stocks that cross borders or migrate through the high seas. The United Nations Fish Stocks Agreement and the FAO Code of Conduct for Responsible Fisheries provide influential international frameworks, though implementation and enforcement vary substantially.3

Ecological and economic pressures

Overfishing is the defining risk for many fisheries, occurring when removals exceed a population’s capacity to replace itself. Fisheries can also cause bycatch, seabed disturbance, food-web changes, and the loss of vulnerable species such as sea turtles, seabirds, sharks, and marine mammals. Climate change adds pressure by shifting species distributions, altering growth and recruitment, warming waters, and increasing the uncertainty of historical management rules.4

Fisheries nevertheless provide major nutritional, economic, and cultural benefits. The FAO reports that aquatic foods support billions of diets and millions of livelihoods, particularly in coastal, riverine, and lake communities.1 Certification, traceability, science-based harvest controls, selective gear, electronic monitoring, and co-management are among the approaches used to reduce ecological harm while retaining access and income.

Lesser-known aspects

Many fisheries are difficult to measure because catches are dispersed among small boats, informal markets, subsistence users, and landings that never enter conventional statistical systems. Reconstructed catch studies have shown that national records can omit substantial quantities, especially in small-scale and recreational fisheries.5 Recreational fishing is itself a significant sector and can affect stock assessments when its removals are poorly reported.

Fishing technology can create indirect ecological effects: lost or abandoned nets may continue catching animals, a phenomenon known as ghost fishing. Fisheries also intersect with labor rights and human security; forced labor and trafficking have been documented in parts of the global fishing industry, making vessel oversight and supply-chain transparency management concerns as well as ethical ones. In some places, customary rules, seasonal rituals, and community tenure systems conserve stocks more effectively than centralized regulations alone.
