The Commercial Crew Program is a NASA initiative to develop commercially operated crewed spacecraft for transportation to low Earth orbit, primarily to the International Space Station. It marks a shift from government-owned systems to a public-private partnership model, with NASA purchasing services rather than vehicles. The program has restored U.S. capability to launch astronauts from American soil, ending reliance on Russian Soyuz spacecraft after the Space Shuttle's retirement.
The program emerged from the 2010 Augustine Committee's finding that NASA's Constellation program was underfunded and unsustainable. Congress and the Obama administration pivoted toward commercial services, building on the success of the Commercial Orbital Transportation Services (COTS) program for cargo.
