The Codex Alimentarius (Latin for 'Food Code') is an international collection of food standards, guidelines, and codes of practice developed by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) through the Codex Alimentarius Commission (CAC). Established in 1963, it aims to protect consumer health and ensure fair practices in the food trade. Its standards cover a wide range of products, including processed, semi-processed, and raw foods, as well as food hygiene, additives, pesticides, contaminants, labeling, and methods of analysis and sampling.

History and governance

The Codex Alimentarius Commission was established in 1963 by the FAO and WHO to implement the Joint FAO/WHO Food Standards Programme. The first session was held in Rome, and the commission has met regularly since, with the secretariat based at FAO headquarters. The commission's primary functions are to elaborate standards, guidelines, and related texts, and to promote their global adoption. Membership is open to all member nations and associate members of FAO and WHO; as of 2024, there are 189 member countries and the European Union. The commission operates through a series of committees, including general subject committees (e.g., food hygiene, food labeling) and commodity committees (e.g., fish and fishery products, fresh fruits and vegetables). Decisions are made by consensus where possible, and voting is used as a fallback.

Scope and content of standards

The Codex Alimentarius covers a broad spectrum of food-related topics. It includes standards for individual commodities, such as specific fruits, vegetables, cereals, and dairy products, defining identity, quality, and composition requirements. It also sets maximum residue limits (MRLs) for pesticides and veterinary drugs, maximum levels for contaminants like lead and aflatoxins, and specifications for food additives. Guidelines address food hygiene, food safety risk assessment, and labeling, including nutrition and health claims. Codes of practice provide guidance on production and processing to ensure safety and quality, such as the Code of Practice for Fish and Fishery Products. The texts are developed through a science-based process, with risk assessment conducted by FAO/WHO expert bodies, including JECFA (Joint FAO/WHO Expert Committee on Food Additives) and JMPR (Joint FAO/WHO Meeting on Pesticide Residues).

Role in international trade

The Codex Alimentarius is recognized by the World Trade Organization's Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) as the reference for international food safety standards. This means that WTO members that base their national food safety measures on Codex standards are presumed to comply with their SPS obligations. Conversely, if a country adopts stricter measures, it must provide scientific justification. This role has made Codex a central element in resolving trade disputes and harmonizing food regulations. However, the voluntary nature of Codex standards means that adoption is not mandatory; countries may choose to implement them fully, partially, or not at all. The commission also works to facilitate the participation of developing countries in standard-setting through trust funds and capacity-building programs.

Lesser-known aspects

Beyond the well-known standards, the Codex Alimentarius includes several lesser-known texts. For instance, the Codex General Principles of Food Hygiene forms the basis for HACCP (Hazard Analysis and Critical Control Points) systems, which are now widely used in the food industry. The commission also develops regional standards, such as those for the Middle East and North Africa, to address local products and concerns. Another niche area is the Codex Guidelines for the Evaluation of Probiotics in Food, which were adopted in 2002 and provide a framework for assessing the safety and efficacy of probiotic products. Additionally, Codex has addressed emerging issues like the safety of genetically modified foods, with the Guideline for the Conduct of Food Safety Assessment of Foods Derived from Recombinant-DNA Plants. The commission also publishes the Codex Alimentarius as a collection of volumes, now available online, and maintains a database of standards and related texts.
