Internet pioneer
Bob Kahn is an American Internet pioneer and co-inventor of the TCP/IP protocols, the communications standards that allow independent computer networks to exchange data. His work at the Advanced Research Projects Agency helped transform the ARPANET into a model for an open, interconnected Internet.1
Bob Kahn entered networking through engineering work on the ARPANET, the pioneering computer network funded by the United States Department of Defense. Born in New York City in 1938, he studied electrical engineering at the City College of New York and earned advanced degrees at Princeton University before working at Bell Laboratories and BBN Technologies.
At BBN, Kahn helped develop the Interface Message Processor, the specialized computer that connected early ARPANET sites and handled packet switching. He joined the Defense Advanced Research Projects Agency (DARPA) in 1972, where a demonstration of packet networking led him to confront a problem the ARPANET alone could not solve: different networks needed to communicate despite differing hardware, transmission methods, and administrative control.
Kahn’s central contribution was the concept of an open architecture for linking separate packet-switched networks. Working with Vint Cerf, he formulated the Transmission Control Protocol and Internet Protocol, generally known together as TCP/IP; their 1974 paper described a protocol for packet-network intercommunication.1
The design separated responsibilities: IP addressed and forwarded datagrams across interconnected networks, while TCP provided end-to-end reliability and orderly delivery when applications required it. This separation allowed networks based on radio, satellite, and wired links to remain independently managed while participating in a larger system. The early specification also treated gateways as relatively simple forwarding devices and placed much of the intelligence at network endpoints, a design choice that supported later growth.2
At DARPA, Kahn directed programs that extended networking beyond fixed telephone lines, including packet-radio and packet-satellite experiments. These projects tested whether mobile and geographically dispersed systems could interoperate with wired networks, helping establish the Internet’s ability to span radically different communications environments.
Kahn left DARPA in 1986 and founded the Corporation for National Research Initiatives (CNRI), where he served as president and chief executive. CNRI became a base for research in network architecture, digital libraries, and persistent digital objects. Kahn and colleagues developed the Digital Object Architecture, an approach for identifying, locating, and managing digital objects independently of the particular repositories or networks that store them. His honors include the National Medal of Technology and Innovation, the Presidential Medal of Freedom, and the Japan Prize.3
Kahn’s networking work was shaped as much by policy and architecture as by individual protocols. He promoted the idea that a successful internetwork should accommodate networks owned by different organizations, use multiple underlying technologies, and avoid requiring a central operator to approve every connection. That principle distinguished the emerging Internet from a single, centrally engineered telecommunications network.
His contributions also extended beyond the familiar phrase “TCP/IP.” Kahn supported experiments involving airborne and mobile packet networks, where delay, disconnection, and limited bandwidth challenged assumptions made for stable wired links. Later, the Digital Object Architecture addressed a different long-term problem: digital information can remain identifiable and manageable even as storage systems, formats, and access technologies change. Kahn’s career therefore connects the Internet’s early research networks with continuing questions about digital preservation and decentralized information systems.
