B-21 Raider

The B-21 Raider is a U.S. Air Force stealth bomber intended to deliver conventional and nuclear weapons over long distances while penetrating sophisticated air defenses. Developed by Northrop Grumman, it is planned to become the principal element of the United States’ future penetrating-bomber force alongside the B-52 Stratofortress.1

Role and development

The B-21 is designed as a penetrating, long-range bomber for the most heavily defended environments. It is the product of the U.S. Long Range Strike Bomber program, which the Air Force awarded to Northrop Grumman in 2015 after a competition with a team led by Boeing and Lockheed Martin.1 The aircraft is named for the Doolittle Raiders, the U.S. Army Air Forces crewmen who conducted the 1942 raid on Japan. Its designation follows the B-2 Spirit, but the B-21 is intended to be more maintainable, adaptable, and economical to operate than its predecessor.

Publicly released details remain limited because the program’s radar signature, electronic-warfare equipment, communications architecture, weapons integration, and tactics are sensitive or classified. The first aircraft began flight testing at Edwards Air Force Base in November 2023, moving the program from ground testing into an evaluation phase rather than signaling immediate combat readiness.

Design and mission systems

The B-21 combines low observability with a digital, software-centered architecture intended to accommodate changing threats and payloads. Its flying-wing configuration reduces radar reflections, while internal weapon bays preserve stealth during approach; the aircraft is also expected to support in-flight refueling and long-duration missions.

A central design objective is an open architecture that allows new sensors, communications equipment, electronic-warfare capabilities, and weapons to be integrated without redesigning the entire aircraft. The Air Force describes the bomber as optionally crewed in its broader concept of operations, although routine operational employment and certification details have not been fully disclosed. The B-21 is intended to carry both conventional and nuclear weapons, linking conventional strike missions with the airborne leg of U.S. nuclear deterrence.2 It is expected to operate with intelligence, surveillance, reconnaissance, space, cyber, and allied systems rather than as an isolated platform.

Fleet, basing, and acquisition

The Air Force plans to acquire at least 100 B-21s, though the final fleet size and delivery schedule remain subject to budgets, testing, production performance, and strategic requirements.1 The bomber is intended to replace the B-2 Spirit and eventually supplement or replace older B-1B Lancer aircraft, while the B-52 remains part of the long-range bomber force after its own modernization.

Initial B-21 operations are associated with Ellsworth Air Force Base in South Dakota, with Whiteman Air Force Base in Missouri and Dyess Air Force Base in Texas identified for later basing in Air Force planning. The program uses extensive digital engineering and production methods intended to reduce development risk and support repeatable manufacturing. Nevertheless, stealth aircraft impose unusual costs in materials, low-observable maintenance, secure facilities, training, and mission-data management. Government acquisition reviews have repeatedly emphasized that schedule and cost performance will depend on completing flight testing while expanding production capacity.3

Lesser-known aspects

The B-21’s most consequential innovation may be its intended adaptability rather than its external shape. Northrop Grumman and the Air Force describe a bomber built around software updates, modular systems, and a production approach designed to support future variants and rapid capability changes. This reflects a shift from treating a bomber as a fixed aircraft toward treating it as a continuously updated combat system.

The Raider name also connects the aircraft to a particular tradition: the Doolittle mission was carried out by medium bombers launched from an aircraft carrier, not by a specialized long-range bomber force. Another subtle feature is the program’s reliance on controlled public disclosure. Images of test aircraft reveal the general flying-wing form, but not the details that determine survivability, including signatures across different sensors, electronic protection, and tactics. The B-21 therefore represents both a visible modernization project and a largely classified contest involving stealth, sensing, command networks, and the air defenses of potential opponents.
