The Juliett-class submarine (Soviet designation Project 651) was a class of diesel-electric cruise missile submarines built for the Soviet Navy during the Cold War. Designed to attack NATO surface ships, they were among the most capable conventional submarines of their era, carrying anti-ship cruise missiles and torpedoes. A total of 16 were built between 1963 and 1968, and they served until the early 1990s.
The Juliett class was developed in the late 1950s to provide the Soviet Navy with a conventional submarine capable of launching nuclear-armed cruise missiles against NATO carrier groups and other high-value targets. The design, designated Project 651 by the Soviet Navy, was developed by the Rubin Central Design Bureau under the leadership of chief designer A.S. Kassatsier. The first boat, K-156, was laid down in 1960 and commissioned in 1963.1
The Julietts were large for diesel-electric submarines, with a surfaced displacement of about 3,700 tons and a length of 85.9 meters. They featured a distinctive hull shape with a raised missile deck aft of the sail, housing four missile tubes on each side. The propulsion system included two diesel engines and two electric motors, giving a surfaced speed of 16 knots and a submerged speed of 14 knots. The submarines were equipped with a snorkel to allow diesel operation at periscope depth.2
The primary armament of the Juliett class was the P-6 (NATO: SS-N-3 Shaddock) anti-ship cruise missile, later upgraded to the P-500 (SS-N-12 Sandbox). These missiles had a range of up to 550 kilometers and could carry a nuclear warhead. The missiles were launched from four pairs of tubes angled upward, requiring the submarine to surface to fire. The targeting data was provided by the 'Argument' radar guidance system, which required the submarine to maintain a specific course and speed during launch.3
In addition to missiles, the Julietts carried six 533mm torpedo tubes (four forward, two aft) for self-defense and anti-shipping attacks. They also had a 400mm torpedo tube for anti-submarine warfare. The submarines were equipped with a suite of electronic warfare and sonar systems, including the 'Arktika-M' sonar and 'Nakat' radar warning receiver. The crew of 78 included 12 officers and 66 enlisted men.
The Juliett class served primarily in the Northern Fleet and Pacific Fleet, conducting patrols in the Atlantic, Mediterranean, and Pacific Oceans. They were often deployed to shadow NATO carrier groups, and their presence was a significant concern for Western navies. The submarines were involved in several notable incidents, including a collision with a Soviet tanker in 1966 and a fire aboard K-77 in 1970 that killed 12 crew members.4
Despite their capabilities, the Julietts were considered vulnerable due to their need to surface to launch missiles, which exposed them to detection and attack. As Soviet nuclear submarines became more numerous and capable, the Julietts were gradually relegated to secondary roles. They were decommissioned in the early 1990s, with the last boat being stricken in 1994. Some were scrapped, while others were converted to museum ships or used for training.
One of the lesser-known aspects of the Juliett class is its role in the 1962 Cuban Missile Crisis. Four Juliett-class submarines were deployed to the Caribbean, but they were detected by US anti-submarine forces and forced to surface. This incident highlighted the limitations of diesel-electric submarines in a hostile environment.
Another notable detail is that the Juliett class was the basis for the Chinese Type 033G (Wuhan-class) submarine, which was a modified version of the Soviet Project 633 (Romeo class) but incorporated some Juliett features. However, the Chinese did not adopt the Juliett design directly. The Juliett class also inspired the development of the later Soviet Project 675 (Echo II) nuclear-powered cruise missile submarines, which shared similar missile systems.5
One of the most obscure facts is that the Juliett class was used in the 1995 film 'The Hunt for Red October' as the basis for the fictional submarine 'V.K. Konovalov', which was depicted as a modified Juliett. The actual submarine used for the exterior shots was the K-77, which is now a museum ship in the United States.
Several Juliett-class submarines have been preserved as museum ships. The most famous is K-77, which is on display at the USS Cod Submarine Memorial in Cleveland, Ohio, USA. K-77 was acquired by a private foundation in 2002 and moved to Cleveland in 2009, where it is open to the public. Another boat, K-24, is preserved as a museum in Kaliningrad, Russia.
The Juliett class is remembered as a symbol of Cold War naval rivalry and the evolution of submarine-launched cruise missiles. Its design influenced later Soviet submarine classes and demonstrated the strategic importance of conventional submarines in a nuclear age. The class also serves as a reminder of the dangers of the Cold War, as its missions often brought it into close contact with NATO forces.
